Message from the Programme Director

Established in 1978, the Master of Public Administration (MPA) program at The University of Hong Kong is one of the earliest MPA programs in the region, serving as a gateway for global perspectives on public service for nearly half a century. Over the decades, we have built a strong and expansive community of scholars, public managers, and policy professionals committed to effective governance in an era of unprecedented political and socioeconomic change.

Co-designed and delivered by a team of internationally recognized academics and veteran policymakers, our curriculum blends practical experience with deep analytical rigor—a rare combination in professional education, yet essential for impactful careers in public affairs today.
