Ms. Sabrina CHAN

Sabrina is the Senior Executive Director of the Hong Kong Association of the Pharmaceutical Industry (HKAPI).

She was the winner of the APEC 2020 Lighthouse Award on Business Ethics (Biopharmaceutical Sector). She currently serves in many committees in the areas of healthcare and healthcare technology for academic and government, also in APEC and global.

Sabrina studied Communications in Hong Kong when she began her tertiary education. She holds a graduate degree in International Studies from the University of Sheffield (UK), as well as law degrees from the University of Tsinghua (PRC) and the Chinese University of Hong Kong.

She is interested in the governance of health organizations, pharmaceutical policy & law, also business ethics in the biopharmaceutical sector.

Mr. Matthew CHENG

Mr. CHOW Chung Yan

I'm responsible for the day-to-day operations of the South China Morning Post, managing both the digital and print publications. I also directly supervise the SCMP's China, US and Europe coverage and the Culture section. I've spent my entire journalism career with the South China Morning Post, since joining the newsroom in 1998.

My research interest is to study the impact of disruptive innovation on public governance. I want to closely examine how the technology revolution has changed, reshaped and transformed public governance. I want to study various solutions and ideas put forward to mitigate and control this “gale of creative destruction”. In particular, I want to see how the unique Chinese model of governance will evolve with the use of information technology.

Mr. Jonathan LAI

Mr. Jonathan LAI is currently the Deputy Director of Education Services of the Hong Kong Anglican Church (Episcopal). Before taking up this leadership role in the Church, Mr. Lai was the principal of two secondary schools in Hong Kong for 17 years after spending his early life in various service arenas of the Hong Kong Education Bureau. As a trained language teacher and translator, Mr. Lai's interest in public administration was triggered at the turn of the century when he was nominated by the Hong Kong Government to enroll for the Master of Public Administration Programme at the University of Hong Kong. Mr. Lai holds Master's Degrees in Public Administration (University of Hong Kong) and Language Studies (Hong Kong Baptist University), a B.A. (Hons.) in Chinese and English (Chinese University of Hong Kong) and a Teacher's Certificate in Special Education (Education of the Deaf) (Education University of Hong Kong).

Mr. Lai is active in community service because he believes this is the solid way to shape the community of Hong Kong for the better of everyone settled in this pearl of the orient. He has been the chairperson of the CUHK School Heads Alumni Association, the Wong Tai Sin District Secondary School Heads Association and the Steering Committee of Project V-China. While currently chairing the China-Hong Kong Culture Exchange Association, Mr. Lai is also the founding director of Project of Silver Hair (POSH), a new charity wing of the Unleash Foundation which offers volunteering opportunities to senior citizens to enable them to keep on making contributions to the community.

Mr. Lai has a deep interest in studying the governance of public organizations and exploring ways to connect public sector organizations, such as schools, with local and global communities. He believes the DPA Programme at the University of Hong Kong will equip him with the necessary tenets of contemporary public administration for the challenges of his community service. This DPA Programme will allow him to develop the academic and professional networks that will enrich his experience and support his community work.

Mr. Damon POON

Damon was a journalist for 15 years and was the Assistant Director, News and Public Affairs at Commercial Radio Hong Kong. He led the reporter team of Commercial Radio and co-hosted the weekly public affairs radio show "Saturday Forum (政經星期六)".

He was also an Executive Committee Member of Hong Kong News Executives' Association from 2018 to 2022.

He won a number of journalism awards including the Chinese University Journalism Award, Business Journalism Awards of Hang Seng University of Hong Kong and Consumer Rights Reporting Awards by Consumer Council.

His research interests include political communication and public housing policies.

Ms. RAN Shi

Research interests: The governance and regulation of the banking sector, the use of technology and the future of banking.

Mr. Daniel SEAH

Mr. Seah graduated from Peking University with a Masters Degree of Law (focusing in international politics) and Bachelor of Arts Degree in Law. He previously worked as an investment banker at Barclays and has extensive experience in the financial industry with expertise in securities, options, fund management and international businesses development. His in-depth knowledge of the private equity markets in Greater China and global markets enabled him to focus on business development around the world.

Mr. Seah's research interest cover the areas of International Politics, as well as the governance and management of technology and entertainment industry.

Ms. Yvonne YEUNG

Ms. Yvonne Yeung is the Chief Executive of Hong Kong Young Women’s Christian Association, and proactively explores innovative services to meet with the ever-changing social needs. Services provided by Hong Kong YWCA include youth development, women service & family service, Christian ministry, membership service, elderly service, early childhood education, career development & continuing education, social business & Y Hospitality etc.

Previously she had worked as a Financial Consultant in banking industry and later established a leading social enterprise to create job opportunities for disadvantaged people. She has been actively engaging in enhancing social impact via cross-sector collaboration. Her volunteer services include Member of Executive Committee, Chairperson of Standing Committee on Sector & Capacity Development, Chairperson of Assessment Committee for Membership Application, and Member of Specialized Committee on Sector Finance of the Hong Kong Council of Social Service, Advisor of Our Hong Kong Foundation, Member of Advisory Committee on Enhancing Self-Reliance Through District Partnership Programme of Home Affairs Department, Ex-officio Member of the Advisory Committee of Jockey Club Community eHealth Care Project, Member of Ray Bakke Centre for Urban Transformation (RBC) Committee, Member of Hong Kong Shue Yan University Industrial Attachment Advisory Board, Member of the Advisory Board of the HKUST Division of Integrative Systems and Design and Member of the Impact Committee of RGC Theme-based Research on Intelligent Robotics for Elderly Assistance in Hong Kong (“i-REACH”). Ms. Yeung holds a master degree in Business Administration and a bachelor degree in B.S. Business Administration and B.A. Psychology. Afterwards she completed the Executive Education “Strategic Perspective in Non-profit Management” at Harvard Business School, Harvard University and “Measuring & Improving the Impact of Social Organizations” at Singapore National University Business School. Her research interest is social Impact and capacity building for non-governmental organizations.

Mr. Ricky YIU

Ir. Ricky YIU is an Assistant Secretary (Works Policies) under the Works Branch of Development Bureau of the HKSAR Government, responsible for formulating policies for the procurement and administration of public works projects. Ir. YIU is a registered professional engineer (civil engineering) of the Hong Kong Institution of Engineers by profession with over 23 years of civil, structural and geotechnical engineering working experience in engineering consultants and a contractor in the private sector, as well as Buildings Department, Highways Department and Drainage Services Department before joining Development Bureau in 2021. He is also an accredited project manager in NEC Engineering and Construction Contract of the Institution of Civil Engineers, UK.

Ir. YIU holds PCLL and MSc (Applied Geosciences) from the University of Hong Kong, LLM (Energy and Environmental Law) from the Chinese University of Hong Kong, LLB(Hons) and CPE from the Manchester Metropolitan University of the United Kingdom, BEng(Hons) and MEng (with credits) (Civil and Structural Engineering) from the Hong Kong Polytechnic University and a professional diploma (Horticulture and Landscape Management) (with distinction) from Technological and Higher Education Institution of Hong Kong. Ir. YIU developed his interest in studying public administration when he was receiving an on-the-job overseas training on Executive Public Policy for Internationals (fall-semester executive certificate programme 2017) in the Goldman School of Public Policy of the University of California, Berkeley, USA.

Ir. YIU’s research interest includes leadership and collaborative governance in climate change, sustainable development as well as deontological moral theories.

Peng JIA has been engaged in healthcare industry for more than 10 years with relevant working experience in government, enterprises and grassroots unit, richly experienced in health industry policy and strategic research, medical and pharmaceutical investment M&A and operation management. Previously, he worked in the State Administration of traditional Chinese medicine(SATCM), China Pharmaceutical Group, China Resources Group and the State owned assets supervision and Administration Commission of the State Council(SASAC).
He holds the Bachelor degree in clinical medicine of traditional Chinese and Western medicine from Chengdu University of traditional Chinese Medicine ，MBA from Peking University-Vlerick Business school and postgraduate diploma in medical information management from Chinese Academy of traditional Chinese Medicine.
Peng JIA's research interests include the governance and management of public healthcare resources in Guangdong-Hong Kong-Macao GBA under two systems and reform of mixed ownership of SOEs etc.

Trained as a social worker in Hong Kong and equipped with skills and experience in both the commercial and philanthropy sector.

May Lau is currently the Director of Social Impact at Chow Tai Fook Jewellery Group, in lead of the community affairs as well as the business arm “Loupe” which is a designers’ hub for driving industry innovation. May is in charge to steer all the donations, sponsorship and partnership of the group for community charity and measure the social impact for reporting to business stakeholders.

She started her sales and marketing career and later dived into the cooking hobby of running a private kitchen with an entrepreneurial mind. Joined Lee Kum Kee as a Culinary Artist in the global marketing department in 2006 and demonstrated her expertise in food styling, recipe development, banquet administration, event management, and supporting global sales and marketing. Then, she was transferred to Lee Kum Kee Family Foundation and started her journey in philanthropy. The critical job duty of the role is to develop a suitable strategy according to the board's direction and turn it into actionable items. Review, foster, and coordinate collaborative projects with partner organizations to promote the foundation's mission, and practices partnership and strategic philanthropy with its clients beyond grant- making. She bridges the dots, advocating for practices that help connect like-mind partners both within and without the fund. More importantly, May led the foundation to illustrate the organization's impact through co-creating research and study with the tertiary institutions and demonstrating and telling the impact story using publication and multi-media.

May Lau has extensive strategy planning, marketing, project management, and communications experience. She is currently a Doctor of Public Administration student and has completed the Master of Social Science (Non-profit Management) at the University of Hong Kong with a distinction qualification and is also a part-time lecturer at Tung Wah College teaching Innovation in Philanthropy.

Miss Kathy NG

Kathy Ng is a seasoned landscape architect with also education and training in arboriculture, urban forestry, geography, sustainable development and project management. She is currently working in Development Bureau.

She has participated in a number of high profile award winning projects including the development of Penny's Bay for the Hong Kong Disneyland, Greening Master Plans, Hong Kong 2030+ and urban forestry programmes. She has been promoting landscape architecture, sustainable green and blue integrated development through her work in government and professional institutes including the Hong Kong Institute of Landscape Architects and Professional Green Building Council. She is currently working in Highways Department.

Hon Horace CHEUNG Kwok-kwan has been a solicitor practicing law in Hong Kong for 17 years. As regards public services, he has been appointed by the Chief Executive of Hong Kong SAR as a member of Executive Council. He is also an elected member of Legislative Council and Central & Western District Council. Apart from the above, he is currently serving as a member of the Hong Kong Housing Authority and a board member of Estate Agents Authority and Hong Kong Mortgage Corporation Limited, as well as The Court member of The University of Hong Kong.

Ms. Denise CHEUNG

Denise Cheung is a Senior Council Researcher at the Legislative Council Secretariat, Hong Kong. Denise started her research career as an Economist at the Hong Kong Government in 2009 and subsequently joined the Fung Global Institute (predecessor of the Asia Global Institute at the University of Hong Kong) and Fung Business Intelligence before moving on to her current position.

Denise joined World Vision China between 2004 and 2007, during which she managed a community development program in Guangxi, after a brief career in finance. Seemingly a detour from her professional pursuit, the years Denise spent in rural China had a lasting impact on her worldview and, hence, research interests - which include inequality, effectiveness of international organizations, the micro-level impact of macro policies, and the power of self-organizing communities.

Denise holds a Master of Public Administration degree in International Development from Harvard University, and a Bachelor degree in Applied Economics and Management from Cornell University.

Miss Jan LAU

Captain Joe LEE

Joe Lee has been a professional pilot with Hong Kong Dragon Airlines Limited for more than 12 years. He serves as a Captain in the Flight Operation Department and a Flight Data Analyst in the Group Safety Department.

Besides his careers in the aviation sector, Mr. Lee has been with Civil Aid Service for more than 8 years on part-time basis and he is now a Senior Grade V Officer in-charging a company within the force. Prior to joining Civil Aid Service, Mr. Lee also served in the Hong Kong Auxiliary Police Force for more than 2 years.

Mr. Lee holds two Bachelor’s Degrees in Law and Electrical Engineering as well as two Master Degrees in Exercise Science and Finance. Mr. Lee’s research interest includes the development of aviation industry in Greater China and the collaboration of auxiliary disciplinary forces and regular disciplinary forces in Hong Kong.

Miss Karen NGAI

Karen Ngai works in the field of corporate sustainability. Karen firmly believes that sustainable development is the solution for a better future. She is always eager to learn about how to transfer the concepts of sustainability into actions and apply to community. Her research interests focus on optimizing public resources allocation through organizational change on public sector, collective governance, public-private partnership, and public policy analysis on local development strategies.

She holds a Bachelor of Environment Studies (Honours co-op) degree from the University of Waterloo in Canada, and Master of Arts in Public Policy Management from the City University of Hong Kong.

Mr. Sunny YU

Sunny Yu holds a BSc in Environmental Science, MSocSc in Criminology, MA in Literary & Cultural Studies and LLM in Human Rights from the University of Hong Kong; LLB from the University of London; and MA in Public Policy and Management from the City University of Hong Kong. He is always marveled by others of his tenacity to study and labelled as a degree collector. Those who know him can tell Sunny is a genuine life-long learner, and he is always passionate to integrate his cross-disciplinary knowledge for the betterment of the local and global community.

Sunny has been serving in the Correctional Services Department for over two decades. Throughout his professional career, he pays special attention to compliance, public sector reform, penal management, legal challenges, human right issues and complaints investigation.

His research interests cover the area of prison governance, penal policy and criminal justice administration.

Miss Agnes CHING

Ms. Dawn CHUI

Dawn specializes in innovation and technology commercialization, with a focus in transportation sector covering avionics, railway, land-based mobility and marine. She heads up the 'China-Italy Innovation Center' with two facilities in Shenzhen, China and a center in Rome, Italy, being a privately funded accelerator by OmniaServices s.r.l. and several partners. Also, she involves in the 'Belt-and-Road International Transport Alliance' headquartered in Beijing, China, facilitating international collaboration. She dedicates expertise in transportation planning, technology advancement, coupling with public administration learning to spearhead cooperations between authorities, industry and the institutions.

Mr. Allen FUNG

Allen Fung holds a Bachelor of Arts degree majoring in history and politics from the University of Hong Kong. He later obtained a Master of Public Administration degree from the same university. After graduation, Mr Fung served as a Public Service Assistant to the former Convenor of the Non-official Members of the Executive Council Mr C Y Leung for seven years. Before joining the Government, Mr Fung was the Vice President (Corporate Development) of a subsidiary of Hong Kong Resources Holdings.

Mr Fung was active in public services. Positions held include Member of the All China Youth Federation, Standing Committee Member of the Guangdong Youth Federation, Principal Researcher of the Hong Kong Sustainable Development Research Institute, Deputy Secretary-General of the Y. Elites Association, and Director of the Hong Kong United Youth Association.

Ms. Helena HU

Helena Hu is a seasoned lawyer and compliance specialist. She has worked for multinational financial institutions ranging from banks to insurance companies. She is a member of the Law Society of Hong Kong and the Law Society of Ontario.

Her research is focused on modern slavery and supply chain governance.

Ms. Doreen KONG

Doreen is a practising solicitor. She is a partner in an international law firm Reed Smith Richards Butler and she currently supervises the Real Estate Department of their Hong Kong Office. Her practice areas are real estate transactions, wills and probate practice.

Although she is a legal professional, she does not confine herself in law-related areas. After 10 years of legal practice, she decided to expand her knowledge and returned to the University of Hong Kong for further study. During 2004 to 2014, she completed her master degrees on real estate, architectural conservation and public administration.

Apart from her professional life, she likes to participate in the community work. Doreen tries to apply her legal knowledge to help others. She is the honorary legal adviser to a number of incorporated owners and she likes to fight for the owners over their rights and advise them from time to time on building management issues. She also gave talks on a number of topics for different organizations.

Doreen has a clear mission in life – to serve the community for the betterment of the Hong Kong people. She believes that the society and the system need to change and improve. That is why she took the Master of Public Administration course and now furthers her studies in the DPA programme. In 2015, she ran for the district council election. She tried to apply what she learnt in MPA in practice. Although she lost in the election, she gained a lot of political and community experience in the campaign.

Her proposed research topic is to improve the building management system for private buildings in Hong Kong. From her involvement in the community work, she noticed that owners did suffer a lot from building management issues. They do not have the know-how and the government and the existing system are so far helpless. She would like to explore what are the root causes and the possible solutions of the problems.

Mr. Henry MA

Henry is the CMO of HKUST focusing on technology commercialization and start-up incubation in Mainland China for turning invention (success @ labs) into innovation (success @ markets) with economic and social impacts.

Before joining HKUST,  Henry was the Director – Materials Innovation of FOSSIL Group in leading the cross-functional teams to transform creativity (ideas) into innovation (solutions) with strong industry engagement and collaborations with many MNCs (such as BASF, PPG) to commercialize innovative technologies for industry’s unmet needs, such as leading novel application of nickel-free stainless steel to solve painful issues of metal allergies in various industries of watches, jewelries, and consumer wearables.

Prior to that, Henry had over 10 years of industrial marketing experience with global leading science & technology companies such as GE, DuPont, and 3M, as regional marketing leaders in Asia Pacific. He was trained in GE Jack Welch Leadership Centre in USA in 2006 and received “DuPont Marketing Award” in 2011. Henry got his MSc in Materials Science from the University of Hong Kong in 1999 and MBA from University of Cambridge in 2003. 

Ms. Elaine NG

Ms. Helen WONG

Ms. Helen Wong works in the public relations profession. Started her career as a medical and healthcare PR, Ms. Wong has taken up corporate PR positions in various industries including real estate, banking and finance, and business education. She is currently the Assistant Director of Communications at the Faculty of Business and Economics of The University of Hong Kong overseeing the Faculty’s corporate communications, public relations, media relations, corporate connections, stakeholder engagement, donor relations, alumni engagement and development, event management, external communications, brand management and crisis management. She also advises the Faculty’s senior management on the development and execution of the Faculty’s PR and communications strategies.

Ms. Wong holds a BA in English and Translation, and an M.Soc.Sc in Criminology from The University of Hong Kong. She also gets an MA in International Studies and Diplomacy from the School of Oriental and African Studies, The University of London. She is a candidate of Doctor of Public Administration at The University of Hong Kong. She speaks English, Chinese, Cantonese and Taiwanese. She is a member of the Hong Kong Public Relations Professionals’ Association and the Asia-Pacific Association of Communication Directors. Her research interests include political public relations and political communications, the role of news media and new media in society and businesses, how PR/communication tools can be used to help achieve governmental and corporate targets, and to enhance leadership and governance in both profit and non-profit making settings.

Mr. Stephen WONG

黃元山（Stephen Wong）於美國芝加哥大學獲取經濟學學士，和耶魯大學東亞研究碩士。之後到美國華爾街和倫敦金融中心的投資銀行工作八年，2005年回流亞洲，出任英國最大銀行蘇格蘭皇家銀行(RBS)的董事總經理(Managing Director)暨亞洲債券部管理委員會委員(Asia Fixed Income Management Committee)，成為最年輕的部門主管之一。現時他為大學客席教授和講師，被香港政府委任為金融發展局小組成員、可持續發展委員會小組成員、和禁毒基金投資小組委員會委員。他共同創立和出任環保組織“健康空氣行動”董事局主席，其他公職包括香港公益金預算及分配委員會副主席、香港社會效益分析師學會副主席、和社聯政策研究及倡議常設委員會成員等。

Stephen Wong obtained a B.A. (Economics) from University of Chicago and a M.A. from Yale University.  He went on to work on the Wall Street in New York and in the financial district of London for eight years.  In 2005, he returned to Asia, and became a Managing Director and member of the Fixed Income Management Committee (Asia Pacific) at RBS, as one of the youngest team leaders in the industry.  Currently, he is teaching in universities as an adjunct professor and lecturer.  He is also appointed by the HKSAR government for various advisory roles, including a committee member of the Financial Services Development Council, a committee member of the Sustainable Development Council, and an investment committee member of the Beat Drugs Fund.  He co-founded and is the Chairman of the Clean Air Network, and he is also a Vice Chairman of the Budget and Allocation Committee of the Community Chest of Hong Kong, a Vice Chairman of the Hong Kong Institute of Social Impact Analysts, and a member of the Standing Committee on Policy Research and Advocacy of the Hong Kong Council of Social Service, etc.

Ms. Bonnie YAU

Bonnie graduated with a bachelor’s degree in business administration (conc. Marketing) from the Chinese University of Hong Kong in 1992. She then attained a master's degree in business administration (public service) from the University of Birmingham of the United Kingdom in 2002.

She joined the Administrative Service of the Hong Kong Government in 1996.  Since then, she has served in various bureaus and departments including the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the former Health, Welfare and Food Bureau. She was appointed Principal Assistant Secretary for Commerce and Economic Development in 2007.  She also served in a major mass transportation corporation in Hong Kong before being appointed as the Executive Director of the Occupational Safety and Health Council in July 2014.

Her research interest is in public/private/ non-profit collaboration.

Mr. Eric AU YEUNG

Eric Au Yeung is an experienced social worker and administrative practitioner. He studied in England for social work degree and obtained the qualification as social worker. He further pursued his study in Master degree of social work in The University of Hong Kong. For widening his learning capacity and self-exposure in high-order knowledge attainment, he is now the candidate of doctoral degree of public administration.

Eric has been serving The YMCA of Hong Kong since 1996 and now leading the community services department with the professional team of 60 more staffs. His main job duties including social service centre’s management, social enterprise development, partnership with Corporate and government for community development, managing the social service projects and etc. He is actively involving in public affairs through government nomination and public delegation.

Eric also has fruitful training experience and held different talks to wide spectrum of targets in locals, Mainland and International throughout the years. His research interest is the governance networks between YMCAs and the local government in Asia context.

Ms. Gloria CHAN

Ms Gloria Chan is a civil servant currently working at the Education Bureau of the HKSAR. As the Principal Inspector of the Students Mainland Exchange Section, she is responsible for providing more opportunities for local students to lean and take part in exchanges with schools in Mainland China. Previously, she worked at the Curriculum Development Institute of the Education Bureau as a senior curriculum development officer responsible for developing and implementing the curriculum of Senior Secondary Liberal Studies. She has obtained master’s degrees in Education and in Public Administration, both from the University of Hong Kong. Her research interests include issues and evaluation of policy instruments and governance arrangements, with a particular focus on education policy.

Mr. George CHEN

George Chen’s career spans international media, academia, and now public policy. George joined Facebook in 2016 as the Head of Public Policy for Hong Kong and Taiwan. In this role, George works with the governments, legislators and other stakeholders on various policy issues. Prior to Facebook, George had more than a decade-long experience in the media sector, including being Managing Editor for International Edition of the South China Morning Post (SCMP), and in various editorial and project management roles for Reuters and Dow Jones in Shanghai and Hong Kong. George was a two-time judge (2014, 2015) for editorial awards of the Society of Publishers in Asia.

George has been a strong advocate for Internet freedom, which is the research focus of his proposed doctoral dissertation at the University of Hong Kong (HKU). He earned his Master’s degree (distinction) at HKU in international and public affairs, with a concentration on the triangular US-China-Taiwan relations. A 2014 Yale World Fellow, George was selected by the US State Department in 2015 to join its signature International Visitor Leadership Program (IVLP). He has authored and edited three books: “The Next Big Thing – How China Challenges Silicon Valley And Changes Global Landscape” (2015), “This is Hong Kong I Know” (2014) and “Foreign Banks in China” (2011).

Mr. Patrick CHEUNG

Mr. Cheung obtained a Bachelor Degree in Industrial Engineering. He also holds a Master Degree in International Relation and Public Affair after retiring. He is pursuing a Doctorate degree in Public Administration, with focus in studying the Long term care policy for elderly in Hong Kong.

Mr. Cheung started his career working for a multinational and built the Asian business for the company. He founded his own company in packaging business at 36 years old. It grew into a leading player in China within 15 years. At 2007, Mr. Cheung sold his company and devoted full time in promoting social entrepreneurship, established a social enterprise from private capital. Now, he is focusing on the support of retired elderly and serving aging society. 張瑞霖先生在大學主修工業工程，退休後完成國際關係及公共行政碩士課程。現正修讀公共行政博士班，主攻香港安老政策研究。

張瑞霖先生喜歡走別人未走過的路。事業的起跑點是為跨國公司從零開始搭建亞洲區的銷售網絡。36歲始創業，投資包裝材料制造工廠，15年間成為中國內地包裝材料業的領導性企業。2007年在事業高峰把股權買給跨國企業，投身公益。成功創辦以私人資本營運的社會企業。目前主要專注建立養老產業，服務老齡化社會。張先生擅長市場策劃，企業定位，制訂企業戰略發展規劃，建立企業文化和核心競爭力。

Mr. Ralph CHOW

Mr. Ralph Chow is the Regional Director, Americas of the Hong Kong Trade Development Council (HKTDC), the statutory organization responsible for promoting and developing Hong Kong's external trade. He is currently based in the Council’s New York Office and is responsible for the formulation and implementation of the Council’s promotion activities in both North America and the Latin America.

Ralph joined the HKTDC in 1986 and has accumulated extensive overseas working experience through his previous assignments in Japan and Australia. He was Director of Japan stationed in Tokyo from 2002 to 2005. Prior to his posting to New York, he had been Director, Product Promotion at the Head Office until early July, 2014.

Born and raised in Hong Kong, Ralph graduated from the Chinese University of Hong Kong with a Bachelor degree of Business and Administration. He also holds a Master of Business and Administration degree from the University of Hull, U.K. and a Master of International and Public Affairs degree from the University of Hong Kong.

Having worked in a statutory organization for nearly three decades, he is interested in conducting research studies on the governance and administrative policies of public bodies so as to identify the effective working models applicable to the situation in Hong Kong.

Ms. Wendy LAM

Ms Lam had nearly 25 years of working experience in government body, private sector and statutory body respectively, in which 20 years were in the areas of corporate communications, marketing promotion, community education, event management and public affairs. Ms Lam is now the Senior Director of Corporate Affairs in McDonald's Restaurant (Hong Kong) Limited. She is responsible for media relations (local and international), government and stakeholder relations, corporate communication, marketing promotion and event management, as well as Corporate Social Responsibility initiatives and customer services. She is the official spokesperson for the Company and possesses amicable relationship with media.
Prior to the present position, she had been the Head of Communications in West Kowloon Cultural District Authority where she was responsible for formulating and implementing all communications strategies for the development of the project.
Ms Lam had been the Deputy Chief Executive in Consumer Council from 2017 to 2012. She had to oversee various functional areas of the Council Office including public affairs, consumer education, external affairs and committee work, administration and IT development, as well as complaints handling.
Before joining Consumer Council, Ms Lam was the Director of Arts Promotion & Corporate Affairs in the Hong Kong Arts Development Council. She took charge of all the external and public affairs which included the planning and execution of the Council’s developmental work in the aspects of education, marketing and promotion, public relations, project management, research development as well as fund raising.
Ms Lam started her career in teaching and had been working in the ICAC and the property field. She had also been a column writer for a few local Chinese newspapers. Ms Lam had attained the Bachelor of Business Studies, Master of Journalism and Master of Public Administration. She is now pursuing the Doctor of Public Administration at the University of Hong Kong and is interested in researching the institutional choice in the administration of arts policy in Hong Kong.

Miss Janet WONG

As a graduate from the University of Hong Kong majoring in Economics, Janet started working as a management trainee in an international bank. Having taken up various positions in different streams and in different banks, she moved up to be Vice-president, Business Strategy of an international bank. With years of working experience gained from the private sector (specifically in banking), she joined the Government of the Hong Kong Special Administrative Region as a Senior Administrative Officer through direct recruitment in 2002.

Janet has completed two master degree courses, one in business management in the University of Hull (UK) and another in science (operations management) in the Hong Kong Polytechnic University. Her research interests are on policy dynamics, and she hopes to apply her academic and work knowledge in an integral manner with a view to helping enhance the performance of public administration in Hong Kong.

Miss Winnie LEONG

Winnie is a civil servant working as an internal management consultant for the Hong Kong Government.  During the 20+ years of her career, Winnie has been involved in taking forward the Public Sector Reform agenda in Hong Kong.  She has extensive experience in conducting consultancy studies that range from business case assessment, business process reengineering to strategic vision formulation and evaluation of policy outcomes.

Winnie holds a BA Honours degree in public and social administration and gained a distinction for her Master's degree in Public Policy and Management.  Having served also for many years as a part-time lecturer at the City University of Hong Kong, Winnie has been engaged in academics research projects into local government reforms and private sector involvement in public service delivery.  These entailed exchanges with academia and practitioners in the Philippines, Malaysia, Singapore, Australia and Canada.

Winnie's research interests include public sector reform, governance, accountability and private sector involvement in public service delivery for which she has helped to author several practitioner guides in Hong Kong.  She is keen on building and sharing knowledge from the practical angle whereby new ideas and practices may be generated with a view to continuously improving public services in Hong Kong.

Miss Jennifer WONG

Miss Wong is a Statistician in the Census and Statistics Department. She began her career as an Executive Officer in the HKSAR Government in 1998 and subsequently joined the Statistician Grade in 2008. In the early stage of her career, she has gained extensive experience in the operations of different government bureaux/ departments. While serving as a Statistician, she has exposure to a number of subject areas in official statistics, especially external trade, data quality assurance and demographic statistics.

Miss Wong graduated from the Chinese University of Hong Kong and holds three Master’s degrees, namely, Master of Public Administration, Master of Science in Finance and Master of Science in Electronic Commerce. She has also attained the professional qualifications of Financial Risk Manager (FRM); Associate, Society of Actuaries (ASA); and Fellow, Life Management Institute (FLMI). Her current research interest is in the poverty alleviation policies of Hong Kong.

Mr. Ivan YIU

Graduated from the Department of Social Work, the University of Hong Kong, Mr. Yiu has more than thirty years of working experience in the social welfare sector. He is currently the Head of Community Services of Tung Wah Group of Hospitals with a wide spectrum of social services under his management. His academic interests cover Governance of Non-profit Organization, Management of Social Enterprises and Poverty Eradication.

Mr. Yiu has extensive experience in public services serving in a number of Advisory and Statutory Bodies including Family Council, the Societal Engagement Task Force of Commission on Poverty, the Action Committee Against Narcotics, the Partnership Fund for the Disadvantaged and the Steering Committee on Promotion of Volunteer Service. He was also a previous part-time member of the Central Policy Unit of the HKSAR Government and had served the Commission on Youth for years.

Mr. Ivan CHAN

Ivan Chan is General Manager Group Public Affairs at John Swire & Sons (H.K.) Limited. He is responsible for formulating the Group’s overall communications strategy, and manages corporate branding, public affairs and stakeholder engagement.

Ivan is a seasoned corporate communications and public affairs professional who has extensive experience in government and media relations, policy analysis, issues management and crisis communications across a broad range of sectors. He is adept at assessing operational and reputational risk, as well as the impact of regulatory shifts and geopolitical events on the markets. Prior to joining Swire in 2022, he was Director at Brunswick Group and Head of Communications and Education at the Office of the Privacy Commissioner for Personal Data, Hong Kong. He has also held communications positions at Cathay Pacific, Dragonair, Link REIT and Towngas.

Ivan is a member of the Economic Policy Committee of Hong Kong General Chamber of Commerce and a member of the Service Development and Management Committee of The Boys’ & Girls’ Clubs Association of Hong Kong. He is also a Standing Committee member of the Convocation of the Hong Kong University of Science and Technology. He was previously on the board of the Equal Opportunities Commission, and was also a co-op member of Public Relations and Promotion Subcommittee of the Lantau Development Advisory Committee.

Ivan holds a Bachelor’s degree in Government and Public Administration from the Chinese University of Hong Kong, and a Master of Business Administration from the Hong Kong University of Science and Technology.

Yingyi heads a single family office in Hong Kong, managing overall asset allocation and direct equity investments for the family. Prior to returning to Asia and joining family office industry, Yingyi was a global macro Portfolio Manager seeded by Tudor Investment Corporation in New York. Before that, she was a Portfolio Associate at PIMCO in Europe, focusing on G10 and Emerging Markets FX and rates.

Yingyi holds MBA with distinction from Harvard Business School and B.S. in Mathematics and B.A. in Physics from Duke University.

Ginger is a Manager in the Policy and Development Division of the Insurance Authority, with a focus on the GBA development and Mainland initiatives.

Prior to her current position, Ginger gained a unique combination of experience in financial services, public administration, and NGO entrepreneurship. She holds a Master of Arts degree from New York University and a Bachelor of Arts degree from the University of International Business and Economics.

Her research interests include policy convergence across jurisdictions, financial regulation structures, and aging society.
