Elaine has been working in the Hospital Authority for more than 20 years, serving in various departments in Kowloon Hospital, Queen Elizabeth Hospital and Tuen Mun Hospital. Elaine has been involved in a wide range of strategic management tasks, including the development of strategic and business plans, the design of administrative and business support services, and the formulation and implementation of operational policies for the hospitals.

Elaine holds a Bachelor of Arts in Hotel and Hospitality Management from University of Strathclyde, a Bachelor of Laws (L.L.B.) from University of London and a Master of Laws (L.L.M.) from City University of Hong Kong. Elaine enjoys studying and listening to music in her leisure time and her favorite singers are Andrea Bocelli and Celine Dion.

Elaine joined the DPA programme because of the leading scholars and experts in the field. Elaine research interest in service capacity and service delivery model of public healthcare services to meet the challenges of an ageing population in Hong Kong, public-private partnerships and provision of community health care services in collaboration with NGOs, OAHs and SWD.
