Public Administration

The Public Administration Research Cluster is a vibrant and diverse research hub that explores a wide array of topics in governance, public policy, and public management. In particular, our scholars have built research strengths in the study of policymaking process, nonprofit management, sustainability, digital governance and bureaucratic behaviour, with a focus on how alternative institutional arrangements affect policy formulation and implementation and, hence, governance performance.  

Our research features:

  • A comparative lens, with a specific focus on the Asia Pacific region,
  • A diverse set of analytical tools and intellectual frameworks drawn from policy-making, governance, public administration, institutionalism, and organisation theory,
  • A wide range of research methodologies, including computational social sciences methods, experimental research designs, quantitative analysis, and qualitative comparative case studies.


Supported by a myriad of funding sources, including highly competitive external grants from government, private, and non-profit sectors at local, national, and international levels, our research cluster serves as a focal point for scholarly exchange, research collaboration, and knowledge dissemination not only in Hong Kong but also internationally.  Through active collaboration with policymakers and practitioners in the public, private and social sectors, the cluster plays a pivotal role in shaping effective and responsive public governance in a rapidly evolving world.
