Professor Clement Leung was a career civil servant in Hong Kong before retirement in 2026.  He joined the Administrative Service in 1987 and served in various departments and policy bureaux, including the Security Bureau, the Chief Secretary for Administration’s Office, the former Education and Manpower Bureau, Trade and Industry Department and the Financial Services and the Treasury Bureau.

He was appointed Director of Food and Environmental Hygiene in 2010, Hong Kong Commissioner for Economic and Trade Affairs in the United States in 2014, Permanent Secretary for Commerce and Economic Development in 2018 and Permanent Secretary for the Civil Service in 2022.

He received a Bachelor of Social Science (First Class Honours) degree from the Chinese University of Hong Kong in 1987 and a Master of Science in Management degree from Stanford University in 2001.  In recognition of his long service to the community, he was awarded the Gold Bauhinia Star in 2025 and appointed a Justice of the Peace in 2026.
